LOUIS PLACIDO FRANCISCO LACHICA is an associate professor at the Teacher Education Department, College of Education, Arts and Sciences of Capiz State University Pontevedra Campus in Capiz, Philippines. He teaches Campus Journalism, Contemporary, Popular, and Emergent Literature, Language Education Research, Qualitative Research, Science Communication and Technical Writing at the undergraduate and graduate levels.

He obtained his Doctor of Philosophy in Development Communication with a cognate in Strategic Planning and Public Policy at the University of the Philippines Los Baños, Laguna, as a full-time scholar of the Commission on Higher Education Faculty Development Program and a lifetime member of the Gamma Sigma Delta Honor Society.
He is the director of the university's Social Science and Industrial Technology Research and Development Center. His research interests are educational and science communication, language, culture, literature, and policy studies.
